Design-Build Project Awards Competition
Overview
The Design-Build Institute of America (DBIA) Pennsylvania Tri-State Region invites you to submit your successful design-build project(s) for our 2008 Design-Build Project Awards competition.
There is a two step registration and entry process:
Step 1:
Submit a registration form (see attached registration form) and entry fee payments, for each project submittal, to the DBIA PA Tri-State Regional office in Hockessin, DE no later than August 15, 2008.
Step 2:
Submit final entries to the DBIA PA Tri-state Region office no later than October 1, 2008.
To be considered for a DBIA Pennsylvania Tri-State Region Design-Build Award, projects must
demonstrate:
- Successful application of design-build principles,
- Collaboration in the early stages of the project and the
- Acceptance of single-entity risk.
- The project must be completed on time, on budget and without litigation.
- Include advanced and innovative application of total integrated project delivery
- Provide unique solutions for project challenges
Judging will take place in the DBIA Pennsylvania Tri-State Region in October 2008 by a jury of industry experts, including DBIA Pennsylvania Tri-State Region members, owners and design-builders.
Award presentations will take place during an award ceremony in January 2009.
On the registration form, please provide contact information for up to three design-build team members who will accept the single award on the team’s behalf at the award ceremony. This physical award will be engraved with the project name, category and design-builder’s company name. Additional awards specifying the owner, engineer, architect or other team members may be purchased after the award ceremony through the DBIA Pennsylvania Tri-State Region.
Award Categories - Project awards may be presented in up to the following 13 categories:
Public Sector Building
· Over $15 Million
· Under $15 Million
Private Sector Building
· Over $15 Million

Industrial/Process Sector
· Over $25 Million
· Under $25 Million
Transportation
· Over $50 Million
· Under $50 Million
Water/Wastewater
· Over $15 Million

General Design-Build
· Under $5 Million
Rehabilitation/Renovation/Restoration
· Includes existing projects that utilized design-build to rehabilitate, renovate or restore a structure to its previous state or into a new and improved condition.
Developer
· Includes design-build projects designed and constructed for the design-builder’s own portfolio, build-to-suit situations or developed on a speculative basis for later sale.
**Best Overall**
· This year, DBIA will present a “Best Overall” Award. All project entries must select one of the preceding 13 entry categories and will automatically be included in the Best Overall competition, regardless of size or sector, granted they meet all other eligibility requirements.
Eligibility
All design-build projects submitted must have been completed between March 31, 2005, and June 30, 2008.
Projects must be delivered under a single-source contract between the owner/user and the design-builder.
Eligible design-build entities include:
- Design-build firms with at least in-house general construction and A&E.
- Design-build joint venture between at least the general contractor and the A&E.
- A&E firms that hold at least a direct subcontract with the project’s general contractor.
- General contractors who hold at least a direct subcontract with the project’s principal design professional.
The design-build team must have been “at risk” for both the project’s cost and the project’s schedule.
Step 1: Registration Requirements
The design-build entity must register all entries (see attached Registration Form).
All registrations and payments must arrive at the DBIA PA Tri-State Regional office in Hockessin, DE., no later than August 15, 2008. Or Online registration forms can be downloaded from the following website: http://www.dbiapa-tristateregion.com
All registrations must include:
- A completed registration form
- An entry fee check for $250* for DBIA members and $400 for non-members, made payable to Design-Build Institute of America (DBIA) Pennsylvania Tri-State Region.
- A signed release form (included in the registration packet)
*To receive the DBIA Member rate, you must be an Industry Partner (organizational member). Individual memberships do not qualify your firm for the member rate. Contact Tony Felicia at asfelicia@verizon.net to become an Industry Partner.
The registration fee is nonrefundable and submissions omitting any of the above requirements will immediately be disqualified.

Step 2: Entry Requirements
The design-build entity must submit all entry materials, and the entry package must be received by the DBIA PA Tri-State Regional office in Hockessin, DE no later than October 1, 2008.
All entries must include:
- One master submission (binder with tabs)
- One CD containing the entire entry submission, including photos

To ensure a fair judging and review process, DBIA PA Tri-State Region staff can only answer questions directly related to the award submission process, eligibility and rules. Judging Criteria
Judging will take place by DBIA PA Tri-State Region in Hockessin, DE and Philadelphia, PA during October 2008 by a jury of industry experts including DBIA members, owners and design-builders.
Judges will evaluate project submissions primarily on success achieved in attaining the owner’s project goals and in the implementation of design-build best practices. Judges will place special emphasis on the design team’s use of innovation to add value, including the use of new systems, methods and processes that benefit cost, efficiency and speed, safety, quality and use of technology in executing the project. Key considerations also include the design quality of the project, such as aesthetics, functionality and life cycle. During the course of selecting finalists, the Judges may visit selected projects.
Entry Package
You must follow all instructions and include all requested materials. If any material is missing from your submission, judges will disqualify your entry.
Listed below are the different sections and their point values.
Answer the questions clearly and succinctly as directed. The quality of an entry’s presentation will have bearing on its chance to win.
Overall Presentation & Conformance to Entry Requirements (5 points)
· Entry must include one master copy (a three-ring binder – not to exceed 12” x 12” – with 9 tabs) and a CD containing the entire entry.
· Font size throughout must be Arial 14 for Headings, Arial 12 for all other text, and double-spaced.
· Each of the nine sections must include a labeled tab.
· Company name, project name and entry category must be displayed on the spine and cover of the master copy’s binder.
· Entry Form confirmation must be included at the front of the binder before the first tab.
· Do NOT send videos or DVD presentations.
Cover Page (Included in overall presentation and appearance of entry) Include the following:
· Project name, award category, construction start and completion date, and project address.
· Name, company, mailing address, phone number and e-mail address of the contact person who is submitting the binder. (Only include ONE contact person here.)
· Include the text: “2008 DBIA PA Tri-State Design-Build Awards Competition.”
· A photograph of the project may be included on the cover page, but it is not required. Project photographs are, however, required in other sections (see below).
Completed Registration Form (Included in overall presentation and appearance of entry)
Include a copy of the completed registration form before Tab 1 in the binder.
CD with Project Photographs (3 points)
· A CD with digital photos of the project is required. Include a minimum of three, but do not exceed ten (10), high-resolution images.
· Digital Photo Guidelines: Photos should be saved at 300 dpi at 4” x 6” or larger, as high-resolution jpeg, tiff or EPS files. They should NOT be part of a software program such as PowerPoint, Word or Acrobat.
· Include the CD in a secured vinyl sleeve on either the inside cover or as the first page in the binder.
· Applicants are responsible for obtaining the rights from their photographer to reprint the photographs without limitations. Ownership of a physical photo is not sufficient. Photographers normally retain the copyright of photos, so applicants should ensure that they have permission to copy and send photos to DBIA Pennsylvania Tri-State Region for use without limitations. Any liability for copyright violation shall be borne solely by the applicant.
· If a photo credit is required, include the photo credit information on a label placed on the vinyl sleeve.
· DBIA Pennsylvania Tri-State Region reserves the right to publish the images online, in their Newsletter and in various DBIA Pennsylvania Tri-State Region presentations. At future DBIA PA Tri-State meetings, we intend to share selected information with DBIA members.
Tab 1 – Project Overview - Maximum of 1 page (3 points)
· Provide a brief description of the project (ie. size, location, etc.) and project goals.
Tab 2 – Print Photographs - Maximum of 5 pages (5 points)
· Include a minimum of three, but do not to exceed ten (10), 8” x 10” or full-page printed photographs. Remember that the best-quality photos receive the greatest number of points.
- Provide a brief caption for each photograph, but keep the images clear of any labels or text.
Tab 3 – Project Team - Maximum of 2 pages (2 points)
Identify the members of the project team.
· Contractual design-build team leader
· General contractor
· Architect(s)
· Engineer(s)
· Specialty Consultant(s)
· Specialty Contractor(s)
· Owner/developer
· Other team members significant to the submission
Describe the:
· design-build entity, and
· the contractual relationship.
Provide an organization chart, if one is available.
Tab 4 – Source Selection - Maximum of 5 pages (5 points)
Please describe:
· the process to pick the winning design team. (Was it a two-phase selection process?)
· the RFQ and RFP development process, and provide copies of the RFQ/RFP solicitations (to be used for judging purposes only).
· the requirements development phase – performance, prescriptive and functional.
Tab 5 – Contracting Approach - Maximum of 5 pages (5 points)
Please describe:
· contracting approach used between the design-builder and owner to achieve single point responsibility.
· project collaboration and innovation.
· the procurement process used to select the design-builder (QBS, BVS, low bid, etc.).
· design-build contract format (cost-based, lump sum, etc.).
· basis of contract (industry standard, custom developed).
· risk assumption and equitable risk allocation to the benefit of the project.
· how the design-builder provided incentive(s) to specialty contractors.
· how awards and incentives were allocated within the team.
Tab 6 – Safety - Maximum of 5 pages; excluding Table of Contents & Policy/Meeting Agenda Documentation (15 points)
List and answer the following:
· Briefly describe the approach to promote a safe project during design development and construction.
· Does your company have a written safety and health policy manual?
· Did you develop a site-specific safety and health policy manual? If yes, include a copy of its table of contents. If a site-specific manual was not developed, include a copy of the table of contents of the company manual, if available.
· Were regular on-site safety meetings held? If yes, include a copy of a meeting agenda as documentation.
· Describe specialized training conducted on this project.
· Describe any innovative safety and health programs used specifically for this project.
· Does your company have a substance abuse policy? If yes, briefly describe the policy.
· Include a table that lists (a) total hours worked on the project by all employees of the design-builder and its subcontractors and suppliers at all tiers, (b) the duration from start of construction to substantial completion, to the nearest whole month, and (c) the number of injury and illness cases on the project for employees of the design-builder and its subcontractors and suppliers at all tiers, as reported on each company’s OSHA Form 300, Log of Work-Related Injuries and Illnesses.

Tab 7 – Design & Quality Approach - Maximum of 5 pages (30 points)
List and describe the following:
· The overall complexity of the project and how significant challenges were overcome. Address at a minimum the following:
o architectural
o structural
o mechanical
o electrical
o plumbing
For industrial, process or technically complex facilities, include a brief description of the significant project requirements. Photos and graphics that help illustrate the points being made should be included (i.e. before-and-after photos).
· Any innovations brought to this project.
· The quality assurance process that was used on the project. Identify specific instances where the design-build process encouraged cost control and quality assurance.
· How sustainability concepts, if relevant, were incorporated into this project.
Tab 8 – Owner Letter - Maximum of 2 pages (12 points)
Include a letter from the owner stating how the completed project met the owner’s goals. If the owner cannot submit a letter, please explain why he/she is unable to do so.
Tab 9 – Schedule and Cost Performance - Maximum of 3 pages (20 points)
Describe schedule and cost performance of the design-build team.
· State the contracted and actual contract completion dates. If there were any changes, explain why.
· State the original and final contract value. If there were changes, explain why.
Describe how the design-build team saved time and money that contributed to enhanced project value to the owner’s benefit.
